A rugby teams wingers are notoriously fast, but taking the ball at pace can lead to fumbles and handling errors. This is why the Wings in Crash tackle (11,14) have been given such a low Ball Skill, not because they are bad players, but because their role in the game usually means they are handling the ball at lightning speeds!
To reflect that wingers, when not at full pace, have good Ball Skills too - if you move your winger 7 spaces or less during his turn he may use a Ball Skill of 8. Basically it means that during your turn, you can choose to play him as a Wing or as a Back.
