If a double 6 is rolled for a scrum the rules state that everyone involved in the scrum is grounded. Does this include the scrum half?

If the scrum is won and I place the ball on the scrum half (no.9), does he get the free pass?

NO. Technically he has not rolled for the Gather and therefor does not get the free pass.
